Just got back from the meeting and read the Constitution. This will be the one that Jay King constantly refers too. Folks this thing needs to be changed badly, especially article 7 and 10. Our President was not aware that the constitution was written this way.
I want to get this straight. Jeanine Davis and I was nominated for E-Board members. It has already been mentioned that the Constitution does not allow Non-Riders to be Officers. If you read the Constitution it states "Participate" not "Ride." I am sure this argument will be used against both of us next meeting when it is time to elect a new E-Board Member. The same Constitution states though that the Club has no right to Elect an E-Board Member.
I am not campaining for E-Board by writing this post.
For Mini Parents
First to be an Officer you must participate in at least 6 races per year. Jeanine and I certainly participated in 6 races this year. We did not ride but we paid Entry Fees, entered our bike, and paid Gate Fees. Article 10 did not state "Ride" it stated "Participate." I will argue that Mini Parents participate in every race all day long. I really have no problem with this wording except that our President who only rides Flat Track most likely did not enter 6 Waco Eagles races this year. I don't think there was 6 Flat Track races at Waco Eagles. You must work at least 6 days at the track. Most of the Mini Parents met this requirement, but only a few actual riders met this requirment namely Glenn, Mike, Jeff, and the Poteets. Also you must live within 35 miles of Waco to be an Officer.
The next really unusual thing is that the Club literally has no authority to elect Officers. Article 7 states that the Vice-President will succeed the President. The New President and the Old President will elect a New Vice President from among the 3 remaining Committee Members. THEN The New Vice President, President, and the Old President will elect 3 new Committe Members. In other words the Club Body has no authority to elect any Officers. The only Authority of the Club body is to Nominate new prospects.
I called Glenn and he was unaware that these rules were written in such a manner. I have been a Waco Eagles Member now for 6 years and business has not been conducted in this manner but these rules are often refered to by several members.
The Heading of the Constitution states that this Constitution may be Ammended or changed by presenting a written change to the Club at the next regular meeting. Then after posting the changes the Constitution can be changed by a two thirds vote at the following meeting.
Glenn asked that Jeff and I try to update this Constitution to reflect the way that business has been handled in the past.
Jeff please forward a text version of this constitution to me and lets work with the forum in getting this Constitution changed.
Two meeting from now, we will need some of you to show up and vote. If not I am willing to bet this thing will stand as is.
